Character Creation consists of 9 steps. The first two are the hardest; after that, its just a matter of bending the system to fit the character. While that may be time consuming, it isn't hard.
Read through the entry in the World List for the World you come from. If you're coming from a new world, then we'll need to discuss that in depth before we ever get to your character. For this reason, it is strongly suggested that you choose a pre-made world.
After choosing your world, you'll need to choose a country, any world specific details, and your first Major or Innate Power.
Names
You can name your character whatever you want (without violating basic rules of the forum). This game specifically follows a schizoid naming scheme. Anything goes.
This step consists of a number of questions. The purpose of these questions is to fix the character within your mind. Not every question is appropriate for every character; however, applying seemingly inappropriate questions can create new facets you never considered.
- What is the Character's Name?
- What country are they from?
- What country do they live in?
- Who were their parents?
- What is their clan?
- What are the Character's Strengths?
- What are the Character's Weaknesses?
- What has shaped the Character to be who they are now?
- Where did the Character learn their special talents?
- Your character is plagued by a recurring nightmare. Describe the dream.
- From your character's point of view, in relation with peers/family, is it better to be loved than feared? Or better feared than loved? Would the answer be any different with any other group of people? If so, who?
- Take a Devil's Advocate stand. Describe what you (the player) hate about your character. What are good reasons for other characters to dislike/hate your character? What little, minor bad habit does your character have that would annoy anyone after a while?
- Your character gets into a discussion about death and dying. How would s/he describe the perfect death?
- What was your character like at the age of ten? Was s/he a wimp, a bully, a nerd, a snitch, or a klutz? Popular or not? Write up a little description, and if you like, a little day-in-the-life story about your character at that age.
- What would provoke your character to murder a random guy on the street? A lie? An insult? An attack? A crime against one of your friends? Nothing?
- Assume your character has just finished a month-long struggle against hard odds, working towards something of great value to her/him. Suddenly, the final stage of the opposition turns out to be stronger than you expected and you are attacked where you are weakest. It may not be a battle to the death, but it will definitely determine whether or not your quest is a success. Unexpectedly, you receive a message from a senior relative offering assistance. This relative is an expert in the field of battle where your character is currently struggling and, if asked, will either move to help or leave you to the challenge. Does your character accept the help? Or reject it? What if the battle involves your greatest strength. Would the decision be the same? Finally, what if the battle was a matter of life and death, and failure would equal your character's death. Would your answer be the same?
- How would your character describe their perfect mate/spouse? Do you, the player agree? How is s/he mistaken? Overly idealistic? Or is your character looking for all the wrong things?
- Everybody has some little item that they regard as somehow sacred. A piece of clothing, a memento of some event, whatever. What is your character's sacred item? Tell the story of how you found it, or why it came to be important.
- A relative, one respected but not feared, has committed the same breach of etiquette three times. Each time, in front of others, this person has treated your character as an inferior, giving you orders instead of making requests. And your performance has been criticized in front of others. You can arrange things such that you'll not be bothered again. Or you could confront the person. Or have a third party intervene. Which would you do? If you would have to explain your actions, what would you say?
- Your character is the butt of a practical joke. Can you see the humor in it? Would you get even? Does getting even mean staging another practical joke?
- To your character, does revenge mean (1) "an eye for an eye," (2) repayment with interest," (3) "the only good enemy is a dead enemy," or (4) something else? In exacting this revenge, would your character serve it hot, as soon as possible after the offense, or cold, awaiting a perfect time an place?
- What emotions can your character express in public? Sorrow? Anger? Sadness? Humor? Disappointment? Joy?
- Describe your character's voice. Would you say s/he speaks with formality? Casually? Does s/he have any favorite expressions or curses?
- What expressions does your character use?
- What does your character wear by preference?
- Do you wear makeup or jewelry?
- Are your ears pierced?
- What do you find boring that others enjoy?
- You have been chasing an enemy for a long time; you have caught up, but only have time to give a quick death to him/her. What do you do?
- When you were at school/in training, one of the teachers takes a shine to you and offers to give you extra training. Do you accept?
- If you accepted the above - what do you do when another pupil finds out and tells others - who start teasing you?
- You are walking home in the dark when you hear some noises around the corner. What do you do?
- How would you act above if you heard a man cry out for help?
- How would you act above if you heard a woman cry out for help?
- When you were young, you used to arm wrestle with an old friend of your fathers - and you always lost. After an absence of ten years, the friend has returned, looking much older and weaker. He/she challenges you to a wrestle. You know that you can win. What do you do?
- While in a fight with an enemy, you inadvertently hurt a man on his way home from work. After your enemy flees, you see that the man is dead. What do you do?
- You have the opportunity to gain some information by torture, what do you do?
- How would you act above if you were not certain that the victim had any information?
- The doctor tells you that you have 2 months to live. What do you do?
- A friend proudly shows you a painting that he/she has inherited. You know that he/she is not going to sell the painting, but will keep it for his/her own pleasure. You also know that the painting is a fake. What do you do?
- How do you react to flattery?
- While walking down the street, you see a woman with a clipboard ready to ask for answers to a questionnaire. What do you do?
- You are arrested for a crime you did not commit. How do you act?
- What is your greatest fear?
- Name one thing you would do that your player would not.
- Would you let another player character die in order to save some non player characters lives?
- What is your character's motivation?
- Why did the character become an Agent?
- Why does the character serve the country they do? If they don't serve any country, why not?
Characters will be created with 400 points.
There are three primary Statistics: Body, Mind and Soul.
Body covers everything physical about the character, including health, strength, speed, accuracy, healing rate, and toughness.
Mind covers everything mental about the character, including cleverness, intelligence, perception, and speed of learning.
Soul covers the esoteric elements of the character, including luck, strength of will, magical ability, empathy and charisma.
Choosing one stat to favor over the others is one of the easiest ways to define your character within your mind (and everyone elses). This is a quick and dirty way to demonstrate where your character excels.
Each level of a stat costs 10 points. A stat may not be lower than a one or greater than an eight. No more than 200 points may be spent on stats.

Templates are not required. If you prefer, you may simply purchase individual attributes. Templates are used to ensure that the character is not deficient in a trait required by their chosen occupation or campaign. Templates are used for races, occupations and certain pieces of equipment. A template may be modified as the player wishes. There is no point discount in using a template, they simply save time.
Once you have a broad overview of your characters abilities from their stats and template, you spend your remaining points to flesh out the character's abilities, acquire specialized equipment or create a few personal spells.
Most Attributes have minor variations in effect that can be customized. Some of this is already done, but if there are any further tweaks you want to make, now's the time to mention them.
Every Skill comes with one free Specialty. Make sure they're chosen.
Every character needs at least one Defect, just to add a bit of spice. Most Agents that infiltrate other countries end up with some Wanted, while those involved in deep cover operations get Skeleton in the Closet. Those whose Bloodlines are particularly scary might have Owned, Red Tape or Ism.
Attack Combat Value: Average of Body, Mind, and Soul, rounded down. Add any levels of Attack Combat Mastery.
Defense Combat Value: Average of Body, Mind, and Soul, rounded down. Add any levels of Defense Combat Mastery.
Damage: 5, plus any levels of Massive Damage.
Health: Sum of Body and Soul, times five, plus any bonus Health from Tough.
Energy: Sum of Mind and Soul, times five, plus any bonus Energy from Energy Bonus.
Shock: Maximum Health divided by five.
